Likely won't be a release for several months (or more), since it almost sounds like they have a fairly big view of what they want the multiplayer experience to be and they are not close to materializing that view yet. Just my unfounded speculation (but I'm confident in the "nope, no release anytime soon" part).

It's annoying to wait, but it's so much easier to wait when you forget the whole multiplayer Just Cause 2 mod even exists (which is hard to do in itself). Unfortunately, I come back every week to see how things are coming (about 10-second durations, mostly). They are pretty good at getting my attention, clearly. Keep me coming back and stuff.  8) Hope for something good next week.

Just something I cooked up fast.  8) Just to contribute my idea of how it might look in the future. Hope I ain't doing any thread hijacking.

It's pretty simple and I'm more than sure there are enough colors to cover hundreds of people, but I guess that might just be impossible if there are thousands of players at the same time.
As for the text-chat thing, Maybe it shouldn't be bordered or contained by a window at all? I just made the window in the style of the HUD (as well as I could, with haste). Sounds like it would be crazy trying to read the text flying by.
